The landscape of Education Health and Care Plans quality assurance is evolving rapidly. Historically, the grading terminology used in our EHCP QA module has been aligned with Ofsted grading terms, ranging from 'Outstanding' to 'Inadequate'. While these terms have served their purpose, feedback from various SEND professionals and advisory boards indicates that a more constructive and modern approach is needed.

In response to this feedback, we have been working diligently to develop a classification system that not only reflects the current ethos but also promotes a more supportive and developmental approach to quality assurance. We hope this change can support our customers to generate real impact from using our module by supporting more positive dialogue about EHCP quality with their partners.

From Ofsted to Gold, Silver, and Bronze: What’s changing?

We are excited to announce that starting from April 2025, our EHCP QA module will transition from the traditional Ofsted grading terms to a new, more modern classification system: Gold, Silver, Bronze, and Significant Gap. This update is designed to provide a more nuanced and supportive framework for evaluating EHCPs.

The new classifications aim to move away from the potentially stigmatising language of 'Inadequate' and instead focus on recognising and encouraging areas of strength and identifying opportunities for improvement in a constructive manner. This change has been well-received in preliminary discussions with SEND professionals and advisory groups.

Benefits of the new grading terminology

The transition to Gold, Silver, Bronze, and Significant Gap brings several key benefits to the EHCP QA process. First and foremost, this new terminology fosters a more positive and constructive dialogue around quality assurance. By focusing on strengths and areas for improvement, rather than labels that may carry negative connotations, we hope to encourage a more collaborative and growth-oriented approach.

Furthermore, the new grading terminology better supports a culture of continuous improvement across all SEND local area services. This revised approach acknowledges the collaborative efforts of education, health, social care, and parent/carers in collectively enhancing provision. By moving away from potentially limiting labels, it encourages all stakeholders to focus on progressive development and enhanced services for children and young people with SEND.

Feedback and Insights from SEND professionals

The decision to move away from historic Ofsted grading terms was heavily influenced by feedback from SEND professionals who use our EHCP QA module. Many have expressed that the historic terms can sometimes feel punitive and do not always reflect the complexities and nuances of individual cases.

Focus groups and advisory boards have provided invaluable insights, highlighting the need for a more supportive and developmental approach to quality assurance. The new grading terminology was crafted with these insights in mind, ensuring that it meets the needs and expectations of those working directly with EHCPs.

How were Local Authorities involved in this decision?

Our decision-making process was collaborative and thorough:

  • We hosted focus groups with multiple Local Authorities to evaluate the initially proposed grading set (Platinum, Gold, Silver, Bronze)
  • Participants highlighted that 'Bronze' inadequately conveyed the level of improvement required for EHCPs
  • We conducted a follow-up survey to gather additional input from Local Authorities
  • This comprehensive feedback directly informed our final terminology selection

Has the EHCP QA assessment criteria changed?

No. This update only replaces terminology. The underlying audit criteria remain exactly the same, ensuring a seamless transition for all users without any changes to how assessments are conducted or evaluated.

How does this affect previously completed audits?

All previous audit gradings have been automatically updated to the new terminology through direct substitution. This change affects only the displayed grade labels and has no impact on the assessment results or historical reporting.

Will other Invision360 QA modules adopt this new terminology?

Currently, our other QA modules continue to use the Platinum, Gold, Silver, and Bronze framework. However, based on feedback from our December 2024 focus group, we recognise this structure may not be optimal across all contexts.

We'll be consulting with Local Authorities in the coming months to determine whether grading terminology should be standardised across all Invision360 QA modules.
