The challenge

Halton Borough Council had a strong commitment to EHCP quality, supported by an established bespoke quality assurance framework. However, increasing demand, reaching up to 2,000 plans, was placing pressure on the system.

The existing approach was:

  • Time-intensive and difficult to scale
  • Reliant on infrequent moderation cycles
  • Challenging to sustain consistent multi-agency engagement

As plans became increasingly complex, meetings were taking longer, and the team’s capacity became stretched. Leaders needed a more efficient, scalable way to assure quality and demonstrate impact particularly in the context of Ofsted & CQC inspection readiness.

A more consistent, data-driven approach

Halton invested in the Invision360 EHCP quality assurance module to drive a more consistent, data driven quality assurance model with an evidence-based framework to better engage partners.

The Invision360 EHCP quality assurance module’s inherent flexibility made it much easier to engage a broader pool of multi-agency auditors, strengthening collaboration across the partnership.

Since implementation, auditing has become continuous, and data is actively used to inform operational and strategic decision-making.

Current audit cycle results show a 10% increase in gold-rated EHCPs

Since investing in the quality assurance module, Halton has changed how they work. They’ve been auditing consistently and actively used the data to inform operational decisions.

Measurable quality improvement

  • In just one quarter, the number of EHCPs with an overall quality grading of ‘significant gaps’ decreased by 32%
  • Within that same timeframe, the number of EHCPs rated as ‘gold’ increased by 10%.
  • Over a 12-month timeframe, the percentage of EHCPs graded with ‘significant gaps’ in overall quality decreased by 23%.

Specific reports enable Halton to look much deeper at the data

Readily available reporting enables Halton to drill down into specific areas and target improvement activity effectively.

The data is being shared and actively used to support all areas of the partnership. At the same time, the termly moderator group ensures that development needs are prioritised and focused on the right places.

There’s no guesswork because all decisions are based on readily available data that's quick to download and easy to understand. Previously, the team spent hours preparing reports every six weeks and attending lengthy meetings. Now, their time freed up time to focus on improving outcomes.

Ofsted and CQC Inspection readiness

When notified of their Ofsted and CQC inspection, Halton were able to respond quickly and confidently.

Using the Invision360 EHCP quality assurance module data, they could clearly demonstrate:

✅ How they were using a consistent, standardised criteria for report gradings, removing any risk of subjectivity impacting their data.
✅ Multi-agency collaboration with shared progress across all partners.

All evidence was underpinned by clear data and effectively told the story of their improvement journey.

Halton used their slide deck to demonstrate a strong level of self-awareness that showed inspectors not only where improvements had been made, but how they were addressing remaining challenges and their commitment to driving improvement.
