Carole is an experienced teacher and senior leader in local government, with over 20 years of experience working in or providing guidance to both mainstream and specialist educational settings across all phases. She developed and led an outstanding multi-disciplinary Special Educational Needs and Disabilities (SEND) Advisory Service in London for many years before transitioning into SEND consultancy. Carole has led multi-disciplinary, cross-borough inclusion initiatives in education and county-wide neurodiversity projects in health. As a SCERTS ambassador, she offers mentorship to other local authorities across England and Wales. Her focus is on improving outcomes for vulnerable learners, and she is dedicated to breaking down barriers to ensure every child has the opportunity to become the best version of themselves.
In her discussion, Carole will be discussing the importance of effective, impact-driven outcomes and explain how collaboration within a multi-disciplinary support network to monitor these outcomes can influence a child's life trajectory.
Rachael brings over two decades of dedicated experience in children's services as a qualified Occupational Therapist, combining frontline clinical expertise with strategic leadership in SEND. With 20 years of experience across mental and physical health services in acute and community settings including schools and respite facilities, her career has progressed from senior clinical roles managing a Children's Development Centre to Designated Clinical Officer positions within Clinical Commissioning Groups, and now serving as Regional SEND Lead for NHS England. Beyond her core qualifications, she has specialised training in Sensory Integration Therapy, SEND practice, and NHS Leadership, with extensive experience in joint commissioning, multiagency collaboration, and strategic board participation across Integrated Care Boards.
What sets Rachael apart is her pivotal role in SEND transformation since 2014, having been instrumental in creating the SEND Quality Assurance Framework for ICBs and co-producing the Quality Improvement Framework with the National Parent Carer Network. Rachael's work extends from operational inspections to leading assurance activities alongside the Department for Education in her regional capacity. Most importantly, as someone who has navigated the system herself, Rachael brings authentic empathy and lived experience to her professional expertise, enabling her to advocate effectively for children's voices where influence can drive meaningful change and ensure every child receives the support they need to reach their full potential.
In this session Rachael will explore with you the development and use of the SEND Quality Improvement Framework.
This framework was coproduction with the national network of parents and carers to create a framework and tool to identify and articulate the impact of service improvements using a definition of quality informed by parents, carers and children and young people.
Freyr has over 15 years of experience in education and special educational needs and disabilities. She has worked as a Special Educational Needs Coordinator and a Designated Safeguarding Lead in primary schools, and she has also managed a SEND Information, Advice, and Support Service. In her career, she has helped families, young people, and professionals across education, health, and care to better understand and navigate the SEND system.
Currently, Freyr is leading SEND, Inclusion, and Safeguarding at MIAG, an Alternative Learning Provision that supports children and young people with Autism, ADHD, and Social, Emotional, and Mental Health needs.
Freyr is passionate about genuine co-production, ensuring that children and young people have a genuine voice in shaping their support. In this session, she will discuss ways to make EHCP outcomes more meaningful and focused on what truly matters to each child—specifically, their goals, hopes, and aspirations.
